WhatsApp and SMS are separate
Email is included with no limit. WhatsApp and SMS run on credits, because Meta and the carriers charge per message and the rate changes from country to country — billing everyone an average would be expensive for the people who never send any.
You top up whenever you want, credits do not expire, and no plan requires you to buy any. If you only use email, you spend nothing beyond your monthly plan.
